The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a new IDIQ, sole source, firm-fixed price contract for the Fayetteville Coastal Healthcare Center with Roche Diagnostics (large business) for Roche Liat Consumables including but not limited to COVID-19, COVID/Flu A&B/RSV, Strep A, and CT/NG/MG test kits and controls with 41 U.S.C. §3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source. This is not a request for competitive offers, and no solicitation is available. Market research has determined that these items are highly specialized, are only available from a single source without an unacceptable delay or duplication of cost and no other type of items will satisfy agency requirements. The Government intends to award the contract with an effective date of 07 May 2026 to Roche Diagnostics, 9115 Hague Road, Indianapolis, IN 46256-1025; Unique Entity ID: JDMDFEZBYH36. This is a Brand-Name Only requirement for Fayetteville Coastal Healthcare System. Roche is the original equipment manufacturer of the Roche Liat Consumables and the sole provider for COVID-19, COVID/Flu A&B/RSV, Strep A, and CT/NG/MG test kits and controls in which the Fayetteville Coastal Healthcare System. Roche has no authorized distributors, and they are the sole manufacturer of the Liat consumable supplies and test kits. The Liat consumables are specially designed and manufactured to only be used with Roche s instruments and equipment and are the only available test kits available for use on the Cobas Liat System. No other supplies or services will satisfy agency requirements per FAR 13.106-1(b)(1). This intent to sole source is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the contract specialist within three (3) business days of this publication by contacting Ricky Farr via e-mail at Ricky.Farr@va.gov. Telephone inquiries will not be accepted. This announcement closes on 13 March 2026 at 8:00 AM EST.
