    This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in RFO12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

    The 766th Enterprise Sourcing Squadron (ESS) intends to award a Firm-Fixed Price (FFP) contract for the removal and installation of HVAC components at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.

    Project Description:
    The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to remove approximately twenty-six (26) broken Variable Air Volume (VAV) controllers and twenty-six (26) thermostats. The contractor shall then install twenty-six (26) new, customer-provided VAV controllers and thermostats.

    The scope of work includes:

    • Removal and proper disposal of old components.

    • Installation of new Carrier-compatible components.

    • Ancillary work such as removing/replacing ceiling tiles and wiring.

    • Coordination with the on-site government representative to ensure a fully operational system.

    • All work shall be performed in accordance with the attached Performance Work Statement (PWS)

    Submission Dates: 

    • Please request a site visit NLT 13 July 2026.
    • Following the site visit, please submit questions NLT 17 July 2026. 
    • Answers will be returned promptly to allow time to formulate quote before RFQ close date on 24 July 2026.
