    The U.S. Department of Energy (EIA), Energy Information Administration (EIA), intends to issue a sole source award utilizing Simplified Acquisition Procedures for Certain Commercial Products to ENVERUS, Inc. for crude oil and natural gas well drilling and production data annual subscription. EIA requires ENVERUS’ data subscription and its proprietary tools for use in several congressionally mandated products and reports, including the Monthly Crude Oil, Lease Condensate, and Natural Gas Production Report (914); the Annual Survey of Domestic Oil and Gas Reserves (23L); and the Annual Report of the Origin of Natural Gas Liquids Production (64A) for the Office of Energy Statistics (OES). Additionally, EIA requires ENVERUS' data and tools for the Annual Energy Outlook; the Short-Term Energy Outlook; the Drilling Productivity Report; and the Shale Gas and Tight Oil Report for the Office of Energy Analysis (OEA). ENVERUS is the only source that can satisfy this requirement. These data sets are used to either construct the reports in conjunction with EIA collected survey data or verify the survey data collected by EIA (looking for data anomalies and errors). The EIA programs have been constructed and maintained over time and would require extensive rewriting in order to be able to ingest data from a different provider and produce results that are statistically comparable to what is produced using ENVERUS data now.

    This notice of intent is for information purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with strong and convincing evidence that clearly articulate the company's ability to satisfy this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses that demonstrate comparable capability are received by the notice due date and time, then a sole source acquisition award will be made.
