Purpose
This is a Sources Sought Notice issued in accordance with FAR Part 10 for market research purposes. The Government is seeking information from interested and capable contractors for the Metro Entrance Pedestrian Access Control Point (MEPACP) project at the Pentagon.
Project Scope: The project constructs a new Metro Entrance Pedestrian Access Control Point (MEPACP) where personnel will be screened prior to entry into the Pentagon. The personnel screening facility will be a new structure to accommodate screening equipment and support security operations in compliance with updated requirements while providing for efficient flow of personnel into the building. This additional structure will replace the existing Employee Entrance Screening Facility, improving operational efficiency and traffic of personnel entering the Pentagon via the Metro Entrance. The MEPACP project is approximately 18,400 sf and encompasses the construction of a permanent employee access control point that complies with applicable federal security mandates (e.g., HSPD-12 and ISMP. Detailed specifications are provided in the Issued for Construction (IFC) package.

The Government is considering procuring this requirement using commercial item procedures (FAR Part 12). Interested parties are requested to provide feedback on how the use of Federal Acquisition Regulation (FAR) Part 12 procedures (Acquisition of Commercial Products and Commercial Services), supplemented by FAR Part 36 (Construction and Architect-Engineer Contracts), versus traditional noncommercial procedures, would affect your quoting, pricing, or bidding process for this project. Identify any impacts to cost, schedule, risk, or administrative burden, and whether your firm can offer commercial terms and practices for a project of this size and complexity. Also, interested parties are invited to provide comments, suggestions, or concerns regarding the draft evaluation criteria (Attachment A).
