Per VA Signage Manual PG-18-10, page 381 168 EA 0002 Programming & Graphics 1 EA Pricing should be all inclusive, including all materials and shipping and handling. ______________________________________________________________________ Albany Stratton VA Medical Center 113 Holland Ave, Albany, NY 12208 Contact: Nicole Maurer Interior Designer STATEMENT OF WORK ADA Corridor Stairwell Signage 1.0 GENERAL SCOPE The Interior Design Program follows the VHA DIRECTIVE 1850.05 which requires the Albany VA to manage a comprehensive interior and exterior signage and wayfinding program in compliance with the VA Signage Manual. This signage is to meet the VA signage design and standards to ensure safety for all veterans and staff. All items must meet the VHA specifications and high-quality threshold while integrating excellent environmental stewardship. ADA code requires Directional signs, including those for means of egress, required by the applicable life safety code, must comply with the visual requirements for information and directional signs (§703.5).  In addition, directions to accessible means of egress required by the International Building Code (IBC) must meet visual criteria (§216.4.3) This requirement includes signage fabrication for corridors at the area close to a stairwell to aid a sighted or vision impaired person indicating a stairwell is adjacent for egress. It does not include installation. Installation will be done in-house with facility management. The VA Point of Contact (POC) is Nicole Maurer, Interior Designer - Nicole Maurer - 518-626-6114 or nicole.maurer@va.gov. 2.0 PERFORMANCE REQUIREMENTS The contractor shall provide all materials to satisfy the needs of the requirement. ADA Corridor Stairwell Signage delivery will be required by October 1st, 2025 Duty hours will be 7:30am-3:30pm, Monday - Friday. The Government recognized US holidays are: New Year s Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday. The contractor shall: Coordinate and provide project management of all product design and fabrication, order, and shipping from the manufacturer until final acceptance by the VA Point of Contact. Project scheduling requirements to include planning, manufacturing and product delivery. Provide maintenance manuals for all products specified. 3.0 KICKOFF MEETING The contractor shall participate in a kickoff meeting within ten (10) days of contract award. Time and date will be determined by VA Point of Contact. 4.0 PRODUCT General All finished surfaces shall be free of scratches, marks, dents, or blemishes, and withstand staining, and exhibit to flaking, cracking, or loss or adhesion. Products shall have smooth finishes with no hazardous projections, sharp corners, or detail, which can be hazardous and cause personal injury or damage to clothing. Digital printing reduces VOCs common in polyurethane paints and allows for greater design flexibility. 5.0 SERVICES No installation is required for this contract. Drop ship is requested for this contract. Design Contract Tasks/Requirements The contractor shall attend a minimum of one (1) in-person meeting at the Albany facility to review final award with VA Interior Designer and End Users and to make necessary revisions. During first meeting the contractor shall provide the Interior Designer with scaled drawings showing layouts of awarded product. The contractor shall allow for three (3) revisions per line item included in design services including updating drawings and PDFs as requested by VA Interior Designer. The contractor shall be responsible for providing all sample materials for awarded product (2-Day Delivery) as requested by VA Interior Designer. The product shall not be placed into production without written clearance from the VA POC. The contractor shall provide final, scaled drawings of product layout for sign-off prior to scheduling manufacturing. The contractor shall track the manufacturing schedule and notify VA Interior Designer with updates of estimated completion date by email. The contractor shall attend a post-installation meeting to assess, address, and document any punch-list items and shall submit to the VA Interior Designer a remediation plan within 5 business days. The contractor shall provide 30 days of storage at no additional cost. The Government maintains the option to modify the normal work week, days, and hours, as necessary for the accomplishment of VHA mission. The Government may accept issue a purchase order for any item or group of items of a quotation, unless the quoter qualifies the quotation by specific limitations. Unless otherwise provided in the quotation, offers may not be submitted for quantities less than those specified in the RFQ. The Government reserves the right to issue a purchase order for a quantity less than the quantity quoted, at the unit prices quoted, unless the quoter specifies otherwise in the quote. (d) Agreement/LOS certification. When awarded a contract action, including orders under multiple-award contracts, an SDVOSB agrees that in the performance of the contract, the SDVOSB shall comply with requirements in VAAR subpart 819.70 and SBA regulations on small business size, and government contracting programs at 13 CFR part 121 and part 125, including the non-manufacturer rule and limitations on subcontracting (LOS) requirements in 13 CFR 121.406(b) and 13 CFR 125.6. In the case of a contract for general construction, the SDVOSB prime contractor will not pay more than 85% of the amount paid by the government to the prime for contract performance, excluding the cost of materials, to firms that are not certified SDVOSBs listed in the SBA certification database. (4) Special trade construction contractors. In the case of a contract for special trade contractors, no more than 75% of the amount paid by the government to the prime for contract performance, excluding the cost of materials, may be paid to firms that are not certified SDVOSBs listed in the SBA certification database. (5) Subcontracting. An SDVOSB subcontractor must meet the NAICS size standard assigned by the prime contractor and be certified and listed in the SBA certification database to count as similarly situated.
