If yes, can the Government please delineate those areas on the site maps provided. The Government has no knowledge of known areas within the stormwater collection conveyance having a history of slow draining.  Can the Government please provide site utility as-built plans that show all invert elevations for the stormwater piping system?  Utility as-built plans of inverted elevations for stormwater piping systems are not available.   Are there water hydrants on site available for filling jet/vacuum trucks? If yes, what are the requirements and/or additional costs for using this source? There may be availability of the existing water hydrants to fill jet/vacuum trucks. Requirements and cost will need to be determined.  Can the Government please clarify what storm drain(s), including size and type of material, need to be replaced? Storm drains will need to be identified for size and material type on an individual basis.  Can the Government please clarify if all termination covers need to be replaced, regardless if they are in good operational condition? Not all termination covers will need replacing. Will the termination covers need to be replaced If there are visible and existing signs of defected frames? Will the frames also need to be replaced before new covers can be installed? This will be determined individually based on VA policy and requirements.  Can the Government please provide the dimensions of the covers? Dimensions can be provided on re-placement determination.  Can the Government please provide the dimensions of the catch basins? Dimensions can be provided on re-placement determination. Are there double catch basins on site? The Government is not aware of double catch basins on site currently.  Are there any pre-treatment systems that need to be inspected and cleaned, i.e., Vortechnic units, oil/water separators, etc.? None When was the stormwater and collection and conveyance system installed? Multiple phases from 1950 to present date. Since the original system was installed, how many times have the stormwater pipes been jetted clean and how many times have the catchments been vacuumed and jetted cleaned? Can the government provide any records and/or reports of these activities? Government cannot validate amount of times stormwater pipes have been jetted and/or how many times the catchments have been jetted or vacuumed. On average, can the Government provide how many tons of de-icing agents are applied to the parking surfaces per year? Approximately 500,000 lbs. per year Are the parking lots swept? If yes, what is the frequency and time of year that this activity occurs? Yes, the parking lots are swept. Frequency is quarterly per fiscal year. We respectfully request clarification regarding the following language contained in the Performance Work Statement (PWS), General Section: The Contracting Officer reserves the right to terminate any services, without payment for services completed, if such services are not needed or are not being adequately completed. we seek clarification on how this provision is intended to be applied in conjunction with FAR 52.212-4, Contract Terms and Conditions Commercial Items, which governs termination and contractor payment under this solicitation. If appropriate, we respectfully request that the language be clarified or revised to ensure consistency with applicable FAR clauses governing termination, payment, and disputes. The solicitation states that a bulk salt storage area will be provided on site for the contractor to use, will salt be provided by the VA, or will the contractor need to provide their own product? Bulk storage area will be provided by the VA. Salt will be provided by the contractor. How many tons of salt can be stored in the storage area? Approximately 50 tons of salt. How many pre-treatments and ice removal treatments are assumed per snow event? If we exceed this specific treatment amount and still need to salt to maintain a clear road/parking lot, will the additional treatments be considered as a change order? Additional treatments will not be treated as a change order. On the price schedule provided for Snow Removal and Ice Control , ice melt/sanding per application is listed as line 7, however there is not line item listed for salt/pre-treatment of the road/parking lot. Please add this as a line item to the price schedule or indicate which existing line item this should be included in. Is the contractor responsible for fixing concrete in areas where curbing is damaged and grass needs repair? If the contractor is responsible, will we also be required to remove trees in the areas in need of repairs? Refer to the Statement of work Repair Damaged Areas 2.6 and Damaged or fallen tree removal 2.7 Please confirm whether section 2.12 Service Delivery Summary "Maintain Grounds" includes the 5 acres of semi-improved grounds. If so, confirm the area on Appendix C where this is located and that grass should be maintained from 8 - 12 inches in height. The West Haven VA Medical Center Sidewalk/Walkway and Building Entrance Inventory states that the Parking Lot 4 Parking Garage is not in contract. Please confirm this is accurate and if so, indicate which parking garages are included in the SOW Items 1.6 and 1.7.
