    Description

    The 354th Eielson Contracting Squadron is seeking qualification packages for A&E services for the project below: 

    This project aims to develop and implement Unidirectional Flushing Program (UDFP) at Eielson Air Force Base (AFB), Alaska. Unidirectional flushing, a more targeted approach, forces water through selected pipes at higher velocity by closing specific valves, thus improving cleaning efficiency while using less water. It also also helps identify faulty valves and hydrants and enhances overall system reliability. The purpose of this effort is to ensure accurate GIS representation, optimize water system performance, and establish a systematic approach for flushing systems. The Architectural-Engineering (A-E) firm will develop the Hydraulics Model and UDFP and all required documentation. 

    The primary performance requirement is to deliver a comprehensive hydraulic analysis and flushing optimization plan for Eielson AFB's water distribution system. Work includes reviewing existing documentation, assessing hydraulic conditions, configuring a GIS-based hydraulics model (compatible with Eielson AFB's GIS standards), developing a flushing sequence, and conducting condition assessments. The Government will evaluate the A&E firm's performance based on the completeness, accuracy, and regulatory compliance of the final design package.  

    The contract schedule, as set forth in the Statement of Work, requires delivery of a complete hydraulic analysis and flushing optimization plan within six (6) months of the Notice to Proceed. This delivery encompasses all aspects of the scope of work, including data review and entry, hydraulics modeling, and the development of the Unidirectional Flushing Program Plan (UDFP).
