Drainage issues have been reported along the specified section of Arctic Ave, likely due to low road elevations and a possible lack of culverts to direct storm water across the roadway. Sidewalks and bike paths are present along most sections of Arctic Ave but are missing along McKinley St. The asphalt paving in the CHPP Parking Lot has significantly deteriorated, with loose gravel accumulating on the surface. The primary performance requirement is the delivery of a complete and accurate design package for the repair of Arctic Avenue and the CHPP parking lot. This design must address key deficiencies, including drainage issues, pavement deterioration, and hazardous materials, while also enhancing bike accessibility. The design must comply with all applicable federal, state, and Air Force regulations and standards. The A&E firm is expected to minimize life-cycle costs and maximize the long-term performance of the infrastructure.
