    COMBINED SYNOPSIS/SOLICITATION
    This is a combined synopsis/solicitation for commercial products or services prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and quotes are being requested, and a written solicitation will not be issued.

    Solicitation 140L4025Q0040 is issued as a request for quotation (RFQ). The solicitation documents and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04. This is a total small business set-aside under North American Industry Classification System (NAICS) 115112 with a size standard of $9.5 million.

    The Bureau of Land Management (BLM) is soliciting competitive quotes from qualified vendors for a firm-fixed-price commercial contract to provide Aerial Herbicide Application Services. A detailed description of the requirement is provided in the attached Statement of Work.

    The Government intends to award a firm-fixed-price contract to a responsible party whose offer meets the solicitation requirements and provides Best Value to the Government on a Lowest Price Technically Acceptable (LPTA) basis. To be eligible for award, the offer must receive an acceptable rating.
