SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Aerial Nozzle Press, (Coupler) NSN 1680-530-3831, PN 50725. ITEM DESCRIPTION The HC/MC-130 Aerial Nozzle Press, (Coupler) National Stock Number (NSN):1680-01-530-3831, Part Number (P/N): 50725, is attached to the refueling hose just AFT of the ejection spring. The coupling consists primarily of a housing, locking mechanism, poppet valve, and connector. The coupling also includes a hose end pressure regulating feature which prevents surges in fuel delivery pressure, which prevents damage to fuel system components on the receiver airplane, and also to an extent on the tanker airplane. The housing is cone shaped to guide the entrance of the mating nozzle on the receiver airplane. There are three locking mechanisms, consisting of spring-loaded pistons, eccentrically attached to arms and rollers. IMPEDIMENT TO COMPETITION The Aerial Nozzle Press (Coupler) is designed, qualified and manufactured by Eaton Industrial Corporation, who is now known as Mission Systems Davenport Inc. (a.k.a Eaton Mission Systems Davenport Inc.), Cage 72429., however Mission Systems Davenport Inc. no longer supports acquisitions and instead utilizes Blue Aerospace LLC, Cage 1WZW9, as their authorized supplier. The Aerial Nozzle Press is a non-commercial item. The Aerial Nozzle Press (Coupler) is not under the configuration control of the Government. The manufacturing data was not purchased by the Government and Eaton Mission Systems Davenport Inc. is not willing to sell the data to the Government. The Government does not have a complete data package to facilitate a competitive procurement of the Aerial Nozzle Press (Coupler). INTEREST The DLA/AWB Contracting Office intends to award a sole source contract Blue Aerospace LLC for the manufacture of the Starter Generator in support of the UH-1N helicopter program. Other interested parties may identify their interest and capability to respond to the requirement no later than December 6, 2025 to Maureen Sandrock (maureen.sandrock.2@us.af.mil), Roberto Martinez-Perez (Roberto.Martinez-Perez@dla.mil) and Jerry Latimer (Jerry.Latimer@dla.mil). The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
