The award shall have a single base term for a duration of five years with tiered pricing for each year. Contractors must be registered with the System for Award Management (SAM) http://www.sam.gov to be eligible for an award. Representations and certifications must also be on record.
The solicitation will result in a Firm Fixed Price, Indefinite Delivery, Indefinite Quantity type contract. Tradeoff Best Value Source Selection Procedures will be used. Technical Merit carries more weight in the award evaluation process than price. Offerors will need to submit Past Performance and Socioeconomic Program Support. All items used in the fabrication of the end item must be 100% U.S. Made out of 100% U.S. Materials and are to be furnished by the Contractor. The Government does not intend to use FAR Part 12 for this acquisition.
