AFMETCAL at Heath OH intends to solicit and award a Sole Source Firm Fixed Price (FFP) contract under Simplified Acquisition Procedures (SAP) in accordance with Revolutionary FAR Overhaul (RFO) Part 12 Acquisition of Commercial Products and Commercial Services and RFO 12.201-1 Simplified Procedures for the purchase of Metrology Furnaces for use of calibrating standard platinum thermometers for the Air Force Primary Standards Laboratory (AFPSL). Only Isotech North America can provide the furnaces without substantial duplication of costs. The furnaces are required to be used with proprietary fixed-point tin and zinc cells. No other manufacturer makes a furnace that is compatible with the existing cells. The Isotech furnaces are also interchangeable between annealing and fixed-point cells. For this requirement, there is no other action that can be accomplished to generate competition without substantial duplication of costs. This procurement will provide the best value to the Government at this time. The Government envisions a Firm Fixed Price type contract. The anticipated quantity is 3-unit upgrades over a 1-year period. The requirement is for AFPSL Furnaces in accordance with the Purchase Description, which is available for download at this site. A copy of the approved J&A is also posted with this notification.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by AFMETCAL. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required item within fifteen (15) days of this publication.
