    This is a combined synopsis/solicitation for a commercial product prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.

    Headquarters (HQ) Air Force Reserve Command (AFRC)/A3 has a requirement for a Commercial Off the Shelf (COTS) digital publication delivery system that will improve the efficiency, accuracy, and security of aircrew flight publications designed for the Electronic Flight Bag program. This system will use tagging along with role and group-based permissions to deliver a standardized user experience (UX) while customizing the data delivered to each user. These same permissions are then leveraged when utilizing peer-to-peer file sharing functionality to ensure information protection measures remain intact even in a disconnected operations
    environment. This system should be specifically designed for the purpose of delivering publications to large groups of end users. These users require the ability to directly mark up these documents and have these annotations remain with their documents regardless of updates or even when the user logs into another device. The system needs to be able to deploy and maintain digital aircrew publication, have safety and security and capacity to securely store and deliver publications on schedule, and ability to collaborate and train with multiple stakeholders. Ability to customize publications for varying aircraft and mission. Ability to adapt to changing technology and deliver new methods such as apps or e-readers. AFRC will provide a private IL5 cloud environment, provided that the requested environment is within the Cloud One offerings. The desired system must be cloud hosted in an IL5
    environment, must possess off-line capabilities with peer-to-peer file sharing for disconnected operations. The program must accurately deliver all required publications to the member with a way to confirm usability for offline use. Additionally, the system be able to handle S1000D file type natively. The system must utilize role/group permissions to ensure distribution restrictions are enforced. The system must present large (2,000+page) documents smoothly. Intelligent search capabilities, even when off-line are
    required. This system must be able to be accessed on a variety of mobile and desktop platforms to include iOS, Android, Windows, and Mac and must be (MDM) Mobile Devise Management system agnostic. This action is necessary to acquire new digital publication delivery system for AFRC.
