    Description

    This is a Notice of Intent to issue an award on the basis of other than full and open competition under Federal Acquisition Regulation (FAR) Overhaul 12.102 in accordance with 41 U.S.C. 1901. The Defense Health Agency Contracting Activity (DHACA) intends to award a firm-fixed price contract award to MEDTEC BIOLAB, INC., located at 1200 Broad Street, Suite 102, Durham, North Carolina 27705-3573, in support of the US Army Medical Research Institute of Chemical Defense (USAMRICD),  Aberdeen Proving Ground, MD 21010.  

    USAMRICD requires the acquisition of an air-liquid interface (ALI) exposure system with installation and training post award and one year of warranty.  Acquisition of a high-performance ALI exposure system is needed to provide controlled environmental chamber with aerosol exposure capabilities, including gas, vapor, particulate, and mixed aerosols, to human ALI models (ciliated airway, alveolar/endothelial deep lung, commercial pulmonary tissue, precision cut lung slices) of the human respiratory tract. The ALI exposure system required will need temperature and humidity control and real-time monitoring, modular, versatile, and flexible design to adapt system to match test article exposure characteristics, ability to hold different ALI insert and tissue types, use electrostatic deposition to maximize particle deposition on tissue models, expose between 6 – 24 samples at one time to one or multiple doses, provide high quality and repeatable data comparable to published scientific literature, compatibility to interface with different atmosphere generation systems, provide real-time deposited mass dose data to ALI models, and provide easy maintenance, cleaning, and turnaround times for next experiment. The requirement will also need any associated sample holders and real-time monitoring software supporting the specialized software and equipment.  The CelTox Sampler system from MEDTEC BIOLAB, INC. is the only identified ALI exposure system capable of meeting the minimal essential characteristics (MEC).

    The Government is not looking to award a contract to a third party that does not have authority from MEDTEC BIOLAB, INC or an existing agreement with the manufacturer to provide installation and training for the equipment made by MEDTEC BIOLAB, INC.

    This Notice of Intent is not a request for competitive quotes, and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit a capability statement sufficient to determine capability in providing equipment that meet the MEC. All capability statements received by closing of this notification of this synopsis will be considered by the Government.

    Submissions that request documentation, request additional information, or that solely ask questions will be determined to not be an affirmative response. Responses determined to not be an affirmative response are not valid and no further action may be taken with the response.

    A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement fulfills the synopsis requirements under FAR Overhaul 5.101. If no written responses are received by the due date, which reflects at least fifteen (15) days after publication of this notice, the solicitation will be issued as a sole source without further notice. Contract award is anticipated to be made by 30 September 2026.
