AIRCRAFT PAINTS, PRIMERS, AND COATINGS

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 and subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QE0000001 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-06 effective October 1, 2025.

The applicable North American Industry Classification Standard Code is 325510. The small business size standard is 1,000 employees. This is an unrestricted solicitation. All responsible sources may submit a quotation which shall be considered by the agency.

The United States Coast Guard (USCG), Aviation Logistics Center (ALC) anticipates that one or more firm fixed price requirements contract(s) consisting of one (1) one-year base period and, if exercised, four (4) one-year option periods will be awarded on a brand name or equal basis for the items listed in the Schedule of Supplies. Sources must be able to supply QUALIFIED PRODUCTS as specified in the solicitation and the solicitation’s attachments. Offerors that are capable of supplying the aircraft paints, primers, and coatings are invited to submit quotations in accordance with the requirements stipulated in this solicitation.

If offerors are proposing the brand name items requested in the solicitation, the items must have clear traceability to the Original Equipment Manufacturer (OEM) PRC-Desoto International, Inc. dba PPG Aerospace (CAGE Code 4Z701). Traceability means a clear, complete, documented, and auditable paper trail which traces each step from an OEM or distributor to its current location. Concerns having the expertise and required capabilities to provide these items or an equal alternative are invited to submit offers in accordance with the requirements stipulated in this solicitation and attachments.

The USCG requires various paints, topcoats in gloss and flat finishes, and primers. The paints, primers, and coatings required are as stated in Attachment 1 – “Schedule of Supplies”.  Interested parties shall complete Attachment 1 – “Schedule of Supplies” and submit with the quotation. All items shall be NEW and in unopened condition.

All Offerors shall provide color coupons for the following colors as part of their response to this solicitation.

a. AMS-STD-595A: 12250 Orange
b. AMS-STD-595A: 17860 White

All color coupons shall be received by the USCG within 10 business days after this solicitation’s closing date.

Consistent with FAR Provision 52.212-1(h), the Government reserves the right to make no award, make one award, or make more than one award (multiple awards) for different line items, if, after considering the additional administrative cost to the Government of awarding and administering separate contracts, it is determined that the multiple awards will result in the best value to the Government. For purposes of evaluating the cost of making multiple awards, it is assumed that the administrative cost of awarding and administering a contract is $500.00.

The cut off date and time for receipt of bidders’ question is 1 December 2025 at 4:00 p.m. EST.

The closing date and time for receipt of offers is 24 December 2025 at 11:00 p.m. EST.  

Anticipated award date is on or about 31 March 2026.
