1. General
The purpose of this contract is to provide inspection, hydrostatic testing, recertification, repair, replacement, transportation, and refilling services for high-pressure carbon dioxide (CO2) cylinders utilized in the fire suppression systems at Albeni Falls Dam (AFD).
The Contractor shall furnish all labor, supervision, materials, equipment, transportation, permits, and incidentals necessary to perform the services specified herein.
2. Description of Services
The Contractor shall provide pickup, transportation, inspection, hydrostatic testing, recertification, repair, replacement, refilling, and return delivery of CO2 cylinders and associated valves in accordance with applicable federal regulations and industry standards.
All cylinder inspections, testing, and recertification activities shall comply with the requirements of Title 49, Code of Federal Regulations (CFR), Section 180.205, Requalification of Specification Cylinders, and all other applicable Department of Transportation (DOT) regulations.
3. Contract Type
Firm-Fixed-Price (FFP) with separately priced Contract Line-Item Numbers (CLINs) for repair and replacement actions, as approved by the Government.
4. Background
The CO2 cylinders covered under this contract provide fire suppression protection for electrical power generation equipment at Albeni Falls Dam. The fire suppression system consists of forty-eight (48) active 75-pound CO2 cylinders. A minimum reserve inventory of forty-eight (48) cylinders is maintained. An additional fourteen (14) cylinders may be available for inspection and evaluation. The total quantity of cylinders requiring service under this contract is estimated to be between forty-eight (48) and sixty-two (62) cylinders.
5. Period of Performance
The Contractor shall commence performance upon contract award and complete all work no later than 31 August 2026.
6. Place of Performance
Pickup and delivery shall occur at:

Pickup and delivery shall occur only Monday through Thursday between 7:00 a.m. and 3:30 p.m. local time. No pickup or delivery activities shall occur on Fridays, weekends, or Federal holidays. AFD personnel will stage cylinders at or near the public entrance to the powerhouse for Contractor pickup.
7. Contract Line Item Numbers (CLINs)
CLIN 001 – Transport, Evaluation, Hydrostatic Testing, Reporting, Recertification, and Refilling
The Contractor shall:
• Take custody of a minimum of 48 and a maximum of 62 CO2 cylinders.
• Transport cylinders to the Contractor's facility.
• Safely discharge and reclaim CO2 from each cylinder.
• Remove and inspect each valve.
• Conduct internal and external visual inspections of each cylinder.
• Inspect for corrosion, pitting, dents, gouges, thread damage, and other defects.
• Perform hydrostatic testing in accordance with 49 CFR 180.205.
• Test cylinders at the required requalification pressure.
• Measure total and permanent expansion.
• Identify cylinders that fail testing requirements and designate them as unserviceable.
• Evaluate valve condition and determine whether rebuilding or replacement is required.
• Refill all serviceable cylinders to manufacturer-recommended fill capacity.
• Affix required recertification markings and labels.
• Return all serviceable cylinders to Albeni Falls Dam.
As-Found Inspection Report
The Contractor shall provide an As-Found Inspection Report identifying each cylinder by serial number and/or existing recertification stamp.
The report shall include:
• Cylinder identification number.
• Inspection findings.
• Hydrostatic test results.
• Serviceability determination.
• Valve condition.
• Recommended repair or replacement actions.
• Estimated costs associated with repair or replacement recommendations.
The Contractor shall submit the report to the Government Technical Point of Contact prior to performing any repair or replacement work beyond CLIN 001.
Repair Authorization
No repairs, valve replacements, cylinder replacements, or cylinder assembly replacements shall be performed without written Government authorization. The Contractor shall provide a detailed proposal identifying the affected cylinder(s), and
recommended quantities of rebuild/replacement needed for Optional CLINs 0002-0005. Government approval shall be obtained before proceeding with CLINs 0002 through 0005.
Recertification Documentation
Upon completion, the Contractor shall provide recertification documentation for each cylinder and valve assembly including:
• Cylinder serial number.
• Hydrostatic test date.
• Test results.
• Work performed.
• Serviceability determination.
• Recertification date.
• Technician or testing facility identification.
Optional Item CLIN 0002 – Rebuild Kidde Type I Valve
The Contractor shall rebuild existing Kidde Type I valves determined to be repairable. Amount is based upon the As-Found Inspection Report.
Rebuild services shall include replacement of worn seals, gaskets, springs, and other internal components as required to restore the valve to serviceable condition.
Optional Item CLIN 0003 – Replace Kidde Type I Valve
The Contractor shall furnish and install a new Kidde Type I valve when rebuilding is not feasible or economically advantageous.
Replacement valves shall be new and fully compatible with existing cylinder assemblies and fire suppression system requirements.
Amount is based upon the As-Found Inspection Report.
Optional Item CLIN 0004 – Replace Complete 75-Pound Cylinder Assembly
The Contractor shall furnish a new complete cylinder assembly including:
• New 75-pound CO2 cylinder.
• New valve assembly.
• Required markings and certifications.
• Protective cap.
The assembly shall meet all applicable DOT and manufacturer requirements.
Amount is based upon the As-Found Inspection Report.
Optional Item CLIN 0005 – Replace 75-Pound Cylinder Only
The Contractor shall furnish a new 75-pound CO2 cylinder without valve. The cylinder shall be compatible with existing Kidde Type I valves and comply with all applicable DOT requirements.

8. Quality Assurance
The Government Quality Assurance Representative (QAR) shall inspect cylinders prior to release to the Contractor. Upon return, the Government will verify:
• Required recertification markings.
• Documentation completeness.
• Physical condition of cylinders.
• Proper valve installation.
• Required safety labels and identification markings.
The Government reserves the right to reject improperly tested, documented, or certified cylinders.
