    DESCRIPTION

    The U.S. Army Corps of Engineers Middle East District is seeking sources that can provide alternatives to HESCO barriers.

    THIS IS A REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposals abstracts, or quotations. The purpose of this RFI/Sources Sought Notice is for market research purposes only, to obtain information in regards availability of specified products, services, or a combination of both products and services, and to identify potential sources capable of providing products or performing services in accordance with the below requirement. Responses to this notice will be used by the Government to make appropriate acquisition decisions.

    This RFI/Sources Sought Notice is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI/Sources Sought Notice that is marked as proprietary will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.

    If a solicitation is issued it shall be announced at a later date and all interested parties must respond to that solicitation announcement separately from the response to this RFI/Sources sought notice. Responses to this sources sought notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.

    Submission of price, delivery, other market information, or capabilities for planning purposes are authorized. However, responses to these notices are not offers and cannot be accepted by the Government to form a binding contract IAW FAR 15.201(e). Moreover, responses will not restrict the Government to an acquisition approach. This Notice is for information and planning purposes only. Respondents will not be notified of the results of any review conducted or the capability statements received.

    REQUIREMENT

    THIS IS A “BRAND NAME OR EQUAL” REQUIREMENT.  As such, the salient characteristics reflect the physical, functional, or performance characteristics that “equal” products must meet to satisfy the Government’s needs.  To be considered for any potential solicitation, offers of “equal” products, including “equal” products of the brand name manufacturer, must:

    1. Meet the salient physical, functional, or performance characteristic of the brand name item and those specified in this sources sought; clearly identify the item by Brand name, if any, and make/model number.  
    2. Include descriptive literature such as illustrations, drawings, or a clear reference to descriptive data or information available that identifies that the “equal” item meets or exceeds the salient characteristics required by the Government. 
    3. Identify the manufacturer name (OEM) and manufacturer part number, as well as any warranty information.
    4. Please provide a courtesy quote, applicable contract vehicle number, and whether items are on contract or open market, in response to this request..

    SALIENT CHARACTERISTICS

    • Must be designed and manufactured in accordance with MIL-DTL-32188 Expeditionary Barrier System
    • Must have integrated pre-assembled, accordion-style cells with continuous mechanical pin connections, enabling rapid deployment without individual panel assembly
    • Must be compatible and interoperable with existing HESCO barrier system infrastructure already in place
    • Must be able to contain compacted sand in 6-ft.x6-ft. and 8-ft.x8-ft. depth and width with heights from 7-ft. to 9-ft.
    • Containment system for the sand must NOT be concrete, heavy metal plate, heavy timbers, or other containers that have high penetration strengths.
    • Containment system must NOT be wood or any other material that may pose a fire hazard
