    Subject: Request for Quotations number RFQ 19KU2025Q0011 - Renovate Embassy Playground

    Enclosed is a Request for Quotations (RFQ) for the Renovate Embassy Playground. If you would like to submit a quotation, follow all solicitation instructions, and complete the required portions of the attached document.

    A site visit has been scheduled for May 22, 2025, at 09:00 AM Kuwait local time. For more information, please refer to page 49. Interested contractors are strongly encouraged to attend the scheduled site visit to inspect the premises prior to finalizing their proposals, including the Bill of Materials (BOM) and Bill of Quantities (BOQ). It is the contractor’s sole responsibility to thoroughly assess the site during this visit. Any inaccuracies, omissions, or cost discrepancies in the submitted proposal resulting from failure to inspect the site shall be the contractor’s full responsibility.

    The U.S. Government intends to award a contract/purchase order to the responsible company submitting a technically acceptable offer at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

    Note: You must have an active registration in SAM to be eligible for awards that exceeds the US$30,000 threshold. Therefore, Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission shall deem the offeror’s proposal to be considered non-responsive to the solicitation requirements and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

    Notice: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals—Representation, and paragraph (t) of 52.212-3

    , Offeror Representations and Certifications—Commercial Products and Commercial Services. Agencies will not consider or use these representations. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

    For a quotation to be considered, you must also complete and submit the following:

    1.       SF-1442 (14 through 20c)

    2.       Section A, Price

    3.       Section L, Representations, certifications, and other statements of offerors or quoters

    4.        Additional information as required in this solicitation

    5.        Proof of SAM Registration

    Any questions regarding the RFQ to be submitting electronically to  Kuwait_Solicitation@state.gov no later than May 27th, 2025, at 10:00 am. No questions will be accepted beyond this date. Please enter the title of your email as “Questions – RFQ 19KU2025Q0011 - Renovate Embassy Playground.

    Submit your quote electronically by email to Kuwait_Solicitation@state.gov. Quotations are due by June 10, 2025, at 10:00 am Kuwait local time.  No quotes will be accepted after this time. Please enter the title of your email as “Quote – RFQ 19KU2025Q0011 - Renovate Embassy Playground.
