It is the Governments intent to issue a Request for Proposal (RFP) pursuant to FAR 6.302-1, to BAE Systems Land & Armaments, L.P. (BAE Systems) (CAGE # 80212) for the acquisition of Systems Technical Services and Systems Sustainment Technical Services (STS/SSTS) for Armored Multi-Purpose Vehicle (AMPV) and M113 Family of Vehicles (FOVs) with an estimate of 1,790,183 hours.
This action will allow for the continuation of critical STS and SSTS services to be provided for the vehicles managed by Project Manager Mounted Armored Vehicles (PM MAV). These services include engineering, logistic services, and fielding support for the AMPV FOV. The proposed contract will include the following STS and SSTS services: Risk Management, Problem Investigations, Engineering Studies, Analysis, and Evaluations, Configuration Management (CM), Technical Baseline Change Management, Systems Engineering, Engineering Change Proposals (ECP), Software Engineering, Cybersecurity, Obsolescence Management, Environment, Safety, and Occupational Health (ESOH), Human Systems Integration (HSI), System Validation / Testing, Quality Engineering, Quality Assurance, Reliability / Maintainability (R/M) Program, Failure Reporting, Analysis, and Corrective Action System (FRACAS), Field Service Representative (FSR) Technical Support, Integrated Product Support (IPS) Management, Supportability Analysis, Provisioning, Packaging, Handling, Storage & Transportation (PHS&T), Technical Manuals, Modification Work Order (MWO) Development, Field Service Representative (FSR), Damage To Vehicles (30/40 Level), Training Support Package Development, Fielding Support, and Facility Vehicle Maintenance. The Technical Data Package (TDP) is source controlled by BAE Systems and is non-competitive. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Government intends to award a new 5-year contract to include five one-year ordering periods. The contract will allow for individual Work Directives (WDs), which will be awarded as a Cost-Plus-Fixed-Fee (CPFF) effort on a Completion or Term basis. The total period of performance, including all ordering periods, is approximately 5 years covering fiscal years 2026-2031 (FY 26-31).
