    NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.  Any information submitted by respondents to this sources sought synopsis is voluntary and will not be returned.  The Government will not reimburse any costs incurred or associated with the submission of information in response to this notice.

    1.  Purpose

    The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist and to assist in determining whether this effort can be competitive and/or a total Small Business Set-Aside.  The proposed North American Industry Classification Systems (NAICS) Code is 811210 – Electronic and Precision Equipment Repair and Maintenance, with a corresponding size standard of $34M.  The Government will use this information to determine the best acquisition strategy for this procurement.

    The Government is interested in all small business categories to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns.  Interested parties are requested to identify their small business status relative to the identified NAICS code, any anticipated teaming arrangements, and a description of similar services offered to the Government and commercial customers within the past three years.  Any responses involving teaming agreements should delineate between the work accomplished by the prime and the work accomplished by the teaming partners.

    2.  Program Details

    AFLCMC/WAMJ, F-16 System Program Office, Foreign Military Sales (FMS) Section, Hill AFB, UT is seeking information about potential sources interested in and capable of performing Phase II (Resolution) of the AN/APG-68(V)9 Radar Diminishing Manufacturing Sources and Material Shortages (DMSMS) program.

    The AN/APG-68(V)9 radar system is a critical component of the F-16 fighting platform.  A Phase I (Analysis) DMSMS study, completed in July 2024, identified multiple Shop Replaceable Units (SRUs) within the highest-priority Line Replaceable Units (LRUs) that are at high risk of becoming unserviceable and unrepairable due to component obsolescence.  This effort initiates Phase II (Resolution) as part of a three-phase program to mitigate these risks.  Successful completion of Phase II is a prerequisite for Phase III (Manufacture).

    This effort will be executed via a Task Order (TO) under the AN/APG-66/68 Post Production Sustainment (PPS) Contract.  As the Original Equipment Manufacturer (OEM), Northrop Grumman Corporation (NGC) possesses the proprietary technical data required to perform this work.

    2.1  Scope of Work

    The contractor shall resolve DMSMS issues on specified SRUs within the Modular Receiver/Exciter (MoRE) and the Common Radar Processor (CoRP), maintaining Form, Fit, and Function (FFF) compatibility with the existing system configuration while replacing obsolete components to ensure future manufacturability and reparability.

    2.2  In-Scope SRU Redesign Efforts

    2.3  Specified Tasks

    The contractor shall perform the following tasks:

    • Project Management: Develop and maintain an Integrated Master Schedule (IMS) detailing all major tasks, milestones, and deliverables.
    • Engineering: Conduct all necessary activities to resolve DMSMS issues on the SRUs identified in Section 2.2, replacing obsolete parts with modern, sustainable components while maintaining FFF equivalence.
    • Prototype Fabrication: Fabricate two (2) engineering development units (EDUs) for each SRU.  These units will be used for integration and testing and will serve as government-purposed host assets at the contractor facility to support future repairs.
    • Verification and Validation: Develop a qualification test plan (QTP) and execute bench-level functional testing on the prototype SRUs.  Testing shall verify that the units meet all FFF requirements and interface correctly within the next-higher assembly.
    • Phase III Proposal Preparation: Develop and deliver information to support a rough order of magnitude (ROM) cost estimate and schedule for delivery of production-level units, including required testing and System Engineering Technical Review (SETR) events.

    2.4  Deliverables

    Hardware: Two (2) prototype units for each of the nine (9) SRUs identified in Section 2.2.  Units will be retained at the contractor's facility.
