Solicitation for: AN/PVS-14 Monocular Night Vision Device and Accessories

Type of Solicitation: Total Small Business Set-Aside

The U.S. Government is soliciting proposals for the procurement of one hundred twenty-two (122) commercial AN/PVS-14, sixty-six (66) FAST Helmet Mount Adapter, Part Number (P/N A3256369 or NOROTOS P/N 1701010 or P/N A3256369 Rhino Mount), and sixty-six (66) Weapon Mount Adapter for Picatinny Rail (MIL-STD-1913/STANAG 2324), Part Number (P/N A3256348 or Part Number 275500-1) to fulfill a Foreign Military Sales (FMS) requirement on behalf of the Security Assistance Management Directorate (SAMD) for the country of Colombia under Foreign Military Sales Case (FMS): CO-B-VJA, CO-B-VIK and CO-B-VIQ, Acquisition Requirements Package (ARP) CE24009.

Contractors are responsible for obtaining the solicitation documents through the System for Award Management (SAM) website https://www.sam.gov. The Government will not provide paper copies of the solicitation.

Contractors must be registered in the SAM database to be considered for award of a federal contract. Information regarding registration can be obtained from the SAM link at: https://sam.gov/entity-registration.

Submission of Questions:

Questions must be submitted via email to Pleasant Moten at email address: pleasant.l.moten.civ@army.mil no later than 30 September 2025, 03:00 PM EST. Questions submitted after this time will not be addressed.

Submission of Offers:

Offers must be submitted electronically.

All offers must be submitted via email to Pleasant Moten at email address: pleasant.l.moten.civ@army.mil and are due no later than 10 October 2025 at 3:00 PM EST. An email confirmation must be received to be considered submitted.

Award Information:

The Government intends to award a Firm-Fixed Price (FFP) contract to one responsible contractor whose offer is determined to be the Lowest Priced Technically Acceptable (LPTA).

By submitting an offer, the contractor acknowledges that they have reviewed and understood the requirements outlined in the solicitation.
