    This is for Market Research Purposes Only, Intent to Sole Source Notice. The Department of Veterans Affairs, NCO 21, intends to award a sole source firm-fixed price contract (base year and four option years) to Gary Tarasovsky. Gary Tarasovsky has been the sole designer, data manager and consultant of a database system, VA recruitment and data management (REDCap) which will need continued management and programming for the remainder of the study s timeline. Gary Tarasovsky has in-depth knowledge about system s programming, the study teams needs regarding data fidelity and application, and has several years in providing VA-compliant data storage solutions and capabilities. Period of Performance (POP): 5/20/2026 5/19/2031 plus four option years. (Estimated) A draft Statement of Work (SOW) is attached. If you believe that your company is capable to perform these services in accordance with the SOW, please provide your information and capability by responding to angela.gerlitzki1@va.gov no later than March 20, 2026, by 10 a.m. PST. The applicable NAICS Code is 518210, Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services. This notice of intent is not a request for competitive quotes. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Capability Statement Please answer the following questions when responding: What is your company s Socioeconomic Status? (ex: small business, large business, SDVOSB, etc.) Provide System for Award Management (SAM) Unique Entity Identifier (UEI). Ability and experience in managing this same type of requirement. Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives. List of Projects (Government and Commercial) that are similar in scope and size. Anticipated Teaming Arrangements (if any). If plan on subcontracting, demonstrate that you will meet the limitations on subcontracting per FAR 52.219-14 for Small Businesses; VAAR 852.219-74 for SDVOSB/VOSB. GSA Contract Number, if applicable. Data management and database development experience. Experience with web-based data collection platforms, including VA REDCap (VA Research Electronic Data Capture). Pricing per the statement of work (Base year plus 4 option years).
