Specifically, the characteristics of the Lab2Market that are unique are as follows: COURSE VA-3Ci 2025 Phase 1 and COURSE VA-C3i 2025-2026 Phase 2. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation (quote) to the Contracting Officer no later than Friday, 09/12/2025, (4:00 PM, EST.). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
