These services are essential to ensure uninterrupted data collection, management, and analysis for the VA funded TRACK-VA project through the end of recruitment, follow-up, and final data analyses, which are expected to continue through late 2027/early 2028. Because the TRACK-VA database is already established and nearly complete on the QuesGen Systems, Inc. platform, transitioning to an alternative data management and analysis system is not operationally or financially feasible. Establishing a new contract and recreating the database on a different platform would incur substantial costs for duplicative effort (e.g.: data migration, system configuration, revalidation, and staff retraining), require extensive personnel effort for data transfer and quality control, and introduce a projected 3 6-month delay in the study progress. These disruptions would create a significant risk to data integrity and continuity. Furthermore, the VA-funded TRACK-VA study is in its final year of recruitment and follow-up, and the project team is currently focused on data processing and analysis. A change in the data management system at this stage would impose a considerable burden on project staff and would jeopardize the timely completion of the study s scientific aims. Since the intent is to procure this on a sole source basis, no solicitation will be posted to SAM.gov Contract Opportunities. The applicable NAICS code is 518210, with a $40M size standard. The PSC is AN41. The authority for this action is FAR 6.302.1-1 Only One Responsible source, and no other supplies or services will satisfy agency requirements.
