    The NOAA Office of Satellite and Product Operations (OSPO) requires a follow-on contract for Systems Tool Kit (STK) software and technical support licenses.

    • Only one source is capable of providing the supplies at the required level of quality because the supplies are unique or highly specialized.

    • STK is the foundational compute platform for the Government's Enterprise Automated Scheduling Implementation (EASI) Common Service, which supports the scheduling of all NOAA antennas.

    • No other similar software could be substituted into EASI without a significant duplication of the cost associated with planning, testing, and implementing new software.

    • AGI is the sole developer of STK licenses, and there are no other authorized re-sellers for the required licenses.

    8. Qualification Requirements

    There are no additional qualification requirements to be eligible for this award other than the ability to provide the proprietary AGI software licenses detailed above.
