    NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for proposed contract actions. This is a notice of intent to award a sole source contract, and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 13.106-1(b). The United States Department of Labor (DOL) intends to issue a firm-fixed-price (FFP) sole-source contract award to Appian Corporation. The contractor will provide Appian Expert Delivery services to implement their proprietary Connected Claims Management (CCM) framework through the Appian platform and Connected Claims solutions in support of the Claims Modernization effort to improve the efficiency of claims processed by the Office of Workers’ Compensation Programs (OWCP) claims examiners. The North American Industry Classification System (NAICS) code is 541519 and the size standard is $34.0 million. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. DOL anticipates award of one FFP contract for an approximate period of performance of May 27, 2025 to June 24, 2025. Background: The Department of Labor (DOL) OCIO is working with OWCP to modernize its claims processes in support of the War Hazards Compensation Act. This will create a replicable methodology for implementing OWCP’s statutory programs that reduces implementation timelines and total cost of ownership. The Appian product called “Connected Claims” is a collection of over 10,000 prebuilt items across 7 different modules that represent insurance industry best practices. This action will support the configuration and deployment to a DOL lower environment (Test) of a Minimal Viable Product (MVP) in support of the War Hazards Compensation Act (War Hazards) within the Appian CCM framework. This sole source award is essential to meet DOL's requirements with appropriate expertise, quality, and platform alignment. The services required are unique or highly specialized. The CCM framework is proprietary to Appian with unique architecture and modules unavailable elsewhere. It leverages Appian's proprietary automation, data fabric, and process orchestration capabilities that cannot be replicated by third-party providers. Only Appian, and Appian-certified consultants possess the required framework knowledge and access to internal resources. These experts guarantee development that aligns with the latest Appian releases, proprietary features, and security/compliance requirements. This is not a solicitation announcement or request for proposals. The Government will not award a contract from this announcement, or pay for information received. The agency will not accept any telephone calls or requests for a bid package or solicitation at this time. At this time, no solicitation exists. In order to protect the integrity of any future procurement that may arise from this announcement, DOL will not provide information regarding technical points of contact. The agency will not make appointments for capability presentations. The Government will use responses to this notice to make appropriate acquisition decisions. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement.
