NOTICE OF INTENT TO AWARD SOLE SOURCE

The 502d Contracting Squadron (CONS) – Joint Base San Antonio (JBSA) Randolph, TX intends to award a sole-source firm fixed-price purchase order to  Environmental Systems Research Institute, Inc. (ESRI), CAGE: 0AMS3 / SAM UEI: WUK9A5UR33S7, located at 380 New York Street, Redlands, CA, 92373. Their GSA Schedule Number is GS-35F-253CA.  ESRI is a large business and will be solicited for the purchase of ArcGIS Desktop software licenses in support of U.S. Army North Mission Operations.

The North American Industry Classification System (NAICS) for this commercially available requirement is 513210 - SW Publishers having a Small Business Administration’s (SBA) size standard of $47M.

This notice of intent is NOT a request for quote or proposal. However, interested parties may submit a narrative describing their capabilities and qualifications to fulfill the requirement via email to christopher.stevenson.4@us.af.mil with a copy to gary.beck@us.af.mil no later than 5 December 2025 at 08:00 A.M. Central Time. Any costs incurred in submitting a capabilities statement will not be reimbursed by the government. A determination by the government not to open the requirement to competition, based upon the responses of this notice, is solely within the discretion of the government.
