The 55th Contracting Squadron at Offutt Air Force Base, Nebraska, is issuing a Combined Synopsis/Solicitation for Architect-Engineer (A-E) services in accordance with the Brooks Act (RFO Subpart 36.102). The Government intends to award up to four (4) single-award, Firm-Fixed-Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts to provide a full range of multi-disciplinary Title I, Title II, and other specialized engineering services. These services will support sustainment, restoration, modernization, and new construction projects primarily at Offutt AFB and its associated off-site facilities in eastern Nebraska. Important Dates (CLARIFIED VIA AMENDMENT 0002): Questions Due Date: The deadline for questions has passed. No further questions will be accepted. SF330 Submission Due Date: 10 June 2026 at 3:00 PM Central Time. (This is the final, definitive deadline. No further extensions will be granted). Acquisition Strategy & Contract Structure: Set-Aside: This acquisition is a 100% Total Small Business Set-Aside. Period of Performance: Each contract will consist of a five (5) year base period and one (1) five (5) year option period. Contract Ceiling: The maximum capacity for each IDIQ contract is $49,000,000. Pool Structure: To ensure the Government has access to highly specialized expertise, the contracts will be awarded across four (4) distinct pools of work. A firm may submit qualifications for one or more pools; however, a firm will only be awarded a maximum of one (1) contract.
