    Description

    (1) INTRODUCTION: The FAA William J. Hughes Technical Center for Advanced Aerospace at the Atlantic City International Airport, NJ, has a requirement for Architect and Engineering (A/E) Services.

    (2) CONTRACT TYPE AND PERIOD OF PERFORMANCE: The Government contemplates awarding a Firm-Fixed-Price, Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract with a period of performance of five (5) years, inclusive of five (5) one-year ordering periods, for a total period of performance of 60 months.

    (3) NATURE OF COMPETITION: The acquisition strategy for this procurement is an unrestricted competitive source selection for a multidisciplinary A/E services that will be conducted in accordance with AMS T3.8.2-18 ‘Architect-Engineer Services’ and the Brooks Act (40 U.S.C 1101-1104). The Government intends to issue one (1) IDIQ Contract to the most qualified firm with fair and reasonable rates. The Government contemplates awarding a Firm-Fixed-Price  Indefinite Delivery, Indefinite Quantity (IDIQ) type contract with a total potential period of performance of five (5) years. The NAICS code for this requirement is 541330 Engineering Services, which has a size standard of $25,500,000.

    (4) STANDARD LANGUAGE: This announcement does not obligate the Government to award any effort resultant from this Solicitation/Screening Information Request (SIR). The FAA will not pay any costs associated with responding to or providing a submission in response to this posting.

    (5) SUBMISSION OF QUESTIONS: All questions regarding the SIR and all SIR attachments must be submitted in writing via email to the CO no later than 2:00 PM Eastern Time on 28 January 2026. Questions received after this time may not be reviewed. See SIR for further instructions.

    (6) PROPOSAL SUBMISSION: Proposals must be submitted via email to the CO by 2:00 PM Eastern Time on 12 February 2026. Reference “692M15-26-R-00004 A/E [insert Offeror’s Name]” in the email subject line. Offerors are responsible for ensuring that submitted proposals are received by the Government prior to the specified submission date and time. Any proposal received after the specified submission date and time is considered “late” in accordance with AMS 3.2.2.3-14 Late Submissions, Modifications, and Withdrawals of Submittals and will not be evaluated. See SIR for further instructions.

    (7) SIR ATTACHMENTS: Solicitation 692M15-26-R-00004 is attached below along with all applicable attachments, as outlined in Section J.

    (8) The Acquisition Management System (AMS) applies to Federal Aviation Administration (FAA) in place of the Federal Acquisition Regulation (FAR) and various other provisions of Federal acquisition law.
