This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Solicitation Number 140D0425Q0823 is hereby issued as a Request for Quote (RFQ).

This requirement is being issued by the United States Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13.

This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04, Effective June 11, 2025.

This is 100% set aside for small businesses. The North American Industry Classification System (NAICS) code applicable to this requirement is 333120, Construction Machinery Manufacturing. The size standard for the applicable NAICS is 1,250 employees. The product service code (PSC) code is 3405, saws and Filing Machines.

Provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, and its addendum applies to this acquisition.
Offerors shall submit a price quote that includes the below information:
1) Quote with Company Name, SAM UEI and Cage Code.
2) Technical Submission: Quoters shall provide detailed information which demonstrates their technical capability. Quoters shall provide, in sufficient detail, a description of the products being provided and how they meet the solicitation requirements.
3) Price
4) Delivery Timeframe
Provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition.
The Government will award a firm fixed price purchase order to the Lowest Technically Acceptable quote.
Quotes will be determined technically acceptable if all requirements are met. The Contracting Officer is not responsible for locating or obtaining any information not submitted with the quote.

Not all quotes will be evaluated for technical acceptability. The lowest price quote will be evaluated, if the quote is determined technically acceptable, no other quotes will be evaluated for technical acceptability. If the lowest price is not technically acceptable, the second lowest price will be reviewed. So on and so forth.

Offerors shall ensure all representations are completed in their System for Award Management (SAM) registration at sam.gov and FAR Provision 52.212-3, Offeror Representations and Certifications ¿ Commercial Products and Commercial Services.
