    THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE BLANKET PURCHASE AGREEMENT (BPA) AND IS NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS. The Government hereby submits a notice of intent to award an unpriced BPA on a sole source basis for jet fuel, diesel and gasoline in support of the United States Coast Guard (USCG) Air Station Clearwater. The vendor will be Morton Bahamas Limited, Lake Windsor, Matthew Town, The Bahamas; Unique Entity ID: RDX7VGUDWAH7. The notice of intent number is 70Z08425QAA750200. This action is being awarded on a sole source basis pursuant to the authority of 10 U.S.C. § 3204(a) implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement. A large portion of the island of Great Inagua Island, Bahamas is primarily owned and maintained by Morton Bahamas Limited. As a result of this ownership, there are limited ports and areas of access for other vendors to gain entrance and traverse the island to provide the fuel needed for this requirement. Morton Bahamas Limited is the only source with both access to the island and capability of providing fuel and delivery to USCG Air Station Clearwater’s base located in Matthew Town, Inagua, The Bahamas. Given the remote location of the island as well as the undeveloped infrastructure, Morton Bahamas Limited remains the only source capable of providing the fuel. The supplier, Morton Bahamas Limited, will provide jet fuel used to fuel aircraft supporting the USCG mission and diesel and gasoline for vehicles used on USCG Air Station Clearwater’s base located in Matthew Town, Inagua, The Bahamas. Funding will be issued via issuance of funded call orders issued against the BPA. Determination of price fair and reasonableness will be determined at the call order level. The USCG Operational Logistics Command (LOGCOM), Regional Contracting Southeast Branch (LOG-93) will be the procuring entity for this effort. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12, Acquisition of Commercial Products and Commercial Services and FAR Part 13.303, Blanket Purchase Agreements. The North American Industry Classification System (NAICS) code for this requirement is 486910 - Pipeline Transportation of Refined Petroleum Products. The SBA’s small business size is 1,500 employees. The Product Service Code (PSC) is 9130 – Liquid Propellants and Fuels, Petroleum Base. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.
