Combined Synopsis/Solicitation – W912PM25QA022, BEJ Conduit, Crane Rental Services

Solicitation W912PM25QA022 is issued as a small business set-aside Request for Quote under FAR Part 13 Simplified Acquisition Procedures.

This is a combined synopsis/solicitation for the acquisition of commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-03 effective January 17, 2025. The associated North American Industry Classification System (NAICS) code for this procurement is 238990 with a size standard of $19,000,000.00. The associated PSC code is W036.

The U.S. Army Corps of Engineers, Wilmington District requires Crane Rental Services in order to perform a conduit inspection of the B. Everett Jordan Dam.

Period of Performance: Not to exceed 5 days during 4 January 2026 to 1 March 2026,  B. Everett Jordan Dam, Moncure, North Carolina.

This solicitation incorporates by reference FAR 52.212-1 and 52.212-4, addenda are attached.

This solicitation incorporates FAR 52.212-2. Evaluation factors included in paragraph (a) are:

• The offeror is registered in SAM with no active exclusions.
• At the time of Quote the Prime Contractor has provided a PROFESSIONAL CRANE CERTIFICATION through one of the Nationally recognized Crane Operator Certification organizations, such as the National Commission for the Certification of Crane Operators (NCCCO), National Center for Construction Education and Research (NCCER), or the Operating Engineers Certification Program (OECP).
• At the time of Quote the Crane Operator has provided their Operator License in accordance with the Occupational Safety and Health Administration (OSHA) requirements, listed in the U.S. Code of Federal Regulations.
• The contractor has provided the make, model, and specifications of the proposed crane to be supplied and it fulfills the requirements in the SOW.

Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services with their Quote.

A SITE VISIT will be held on 14 August 2025 at the B. Everett Jordan Dam Fishing Tailrace Area the location below:

Tailrace area directions: Proceed east along Jordan Dam Road until you reach the dam gate, if you cross the dam, you have gone too far.  Turn left and proceed south on the unnamed paved road to the fishing area parking lot.
