    This is a solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and in conjunction with FAR Part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested.  The solicitation is issued as a Request for Proposals (RFP).

    Bellows Air Force Station (BAFS), located in Waimanalo, Hawaii, is operated by Detachment 2, 18th Force Support Squadron of the 18th Mission Support Group based at Kadena Air Base (AB), Okinawa, Japan.

    Project Objectives: To elevate the landscape of Bellows AFS to a premier standard, incorporating thoughtfully designed gardens, strategically placed trees and shrubs, and attractive hardscaping features, resulting in a visually stunning and meticulously maintained environment. This statement of objectives defines the requirements for the Contractor to design, fabricate, and execute landscaping work at Bellows Air Force Station (AFS), HI. This work encompasses earthwork, design, environmental coordination, delivery, and planting of irrigation systems, trees, stone walkways, plants, and shrubs throughout the installation.

    27 Aug 2025 Update: This is a formal solicitation amendment that extends the proposal due date and incorporates provisions and clauses to address construction aspects of the requirement. Please see the attached documents for updates.

    A site visit was conducted on 25 Aug 2025.  A Site Visit sign in sheet, updated Questions and Answers spreadsheet, and revised solicitation attachments are pending finalization and will be posted as soon as possible.
