    This is a Notice of Intent to award a Sole Source contract on the basis of other than full and open competition in accordance with the Federal Acquisition Regulation (FAR) 6.302-1, as the unique services are only available from one source and awarding to any other source would not fulfill the agency’s requirements. This is not a Request for Quotes or Proposals. No contract award will be made on the basis of the responses to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described.

    The Defense Health Agency Contracting Activity (DHACA) located at 808 Schreider Street, Fort Detrick, MD on behalf of the United States Air Force (USAF) 59th Medical Wing Science & Technology (MDW ST), San Antonio Military Health System (SAMHS) intends to award a sole source firm fixed price contract to BiomedSA to acquire membership into a network of the healthcare and bioscience industrial community.

    PROGRAM DESCRIPTION

    The USAF 59th MDW S&T Office requires technical and professional support services which include clinical and translational research activities in all capacities ranging from providing personnel services to developing research execution plans and protocols. BioMedSA has the capability to act as a central node connecting the 59th MDW to San Antonio's massive bioscience and healthcare ecosystem and provides a suite of applications allowing interaction and ongoing information exchange among community members across the biosciences, life sciences and health communities, including access to clinical trials network hub. The applications will also allow for managing postgraduate medical training, including tools for scheduling, evaluations, tracking duty time, case logs, conferences, and many other important aspects of program maintenance to include data storage.

    REQUIRED CAPABILITIES

    The Contractor shall provide the following continuous services:

    The contractor shall provision, host, and maintain a web-based application suite capable of managing postgraduate medical training. Required modules and capabilities must include, but are not limited to:

    • Automated scheduling and calendar integration.
    • Standardized and customizable evaluation workflows.
    • Duty time tracking and reporting.
    • Secure logging of medical case logs and clinical trial data.
    • Conference and event management.
    • Secure, scalable cloud data storage with role-based access control (RBAC).

    Technical Support and SLAs
    The contractor shall provide Tier 1 and Tier 2 technical assistance for the database and application suite.

    • Availability: Support must be accessible via phone, email, and a web-based ticketing system.
    • Documentation: Maintain up-to-date online video tutorials, user guides, and administrator documentation.
    • Response Times: The contractor shall acknowledge critical system outages within one (1) hour and standard support requests within four (4) business hours.
    • System Uptime: Maintain a minimum system availability/uptime of 99.9%, excluding scheduled maintenance.

    Maintenance and Database Services
    The contractor shall maintain the database architecture to industry best practices.

    • Updates: Provide continuous patching, bug fixes, and feature updates to ensure the application remains compatible with current modern web browsers (Edge, Chrome, Safari).
    • Testing: Conduct routine load testing and regression testing prior to any major software release to ensure zero degradation of SAMHS operations.

    Security and Information Assurance
    As this system will process Controlled Unclassified Information (CUI), PII, and potentially Protected Health Information (PHI), the contractor must adhere to strict DoD and federal data security mandates:

    • Encryption: Ensure data integrity and security through FIPS 140-validated encryption for data at rest (AES-256) and data in transit (TLS 1.2 or higher).
    • Intrusion Protection: Provide enterprise-level Intrusion Detection/Prevention Systems (IDS/IPS) and continuous security monitoring.
    • Compliance: The system must meet FedRAMP standards and be capable of supporting DoD Cloud Computing Security Requirements Guide (CC SRG) Impact Level 4 (IL4) controls.

    Privacy: The contractor shall maintain HIPAA compliance and execute a Business Associate Agreement (BAA) with the Government.

    SUBMISSION DETAILS

    Responses should appear on company letterhead and include affirmation of active registration in the System of Award Management (SAM), your qualifications and any other applicable data or information. Additionally, respondents should indicate whether they are a large business, small business, small-disadvantaged business, 8(a) concern, woman-owned small business, HUBZone, service-disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned.

    If your organization has the potential capacity to provide the required services, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization, DUNS number; and 2) a tailored capability statement addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capabilities, organizations should address the administrative and management structure of such arrangements.

    Interested businesses should submit a brief capabilities statement package (no more than ten pages, with font no smaller than 10 point) demonstrating ability to provide the services listed in the required capabilities description. Documentation should be in bullet format.

    Your response to this Notice of Intent, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Tammy McRae, in either Microsoft Word or Portable Document Format (PDF), via email to tammy.n.mcrae.civ@health.mil no later than 5:00 p.m. Eastern Standard Time on 18 August 2026 and reference the Notice ID number shown above in the subject line of your e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.

    1. All data received in response to this Notice of Intent that is marked or designated as corporate or proprietary will be fully protected from any release outside of the Government.
    2. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this notice, and all responses will be considered by the agency.
