    THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. There will not be a solicitation, specifications or drawings available at this time. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.

    This is a sources sought synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used for market reserach puproses and to facilitate the decision-making process. The intent of this notice is to identify potential offerors and to determine whether to set aside the requirement for small business concerns for the upcoming solicitation. 

    The Naval Submarine Base New London in Groton, Connecticut is seeking qualified companies to provide Boiler Maintenance and Repair Services for Naval Submarine Base New London, Groton, CT.  The contractor shall provide all labor, management, supervision, tools, materials and equipment required to perform boiler maintenance and repair services as described in the Performance Work Statement and associated attachments.

    The work will be accomplished under a Firm Fixed Price (FFP) Non-Reoccurring/Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The contract term will be a base period of one year plus four option periods. Estimated contract start date of 07 September 2026.

    Sources sought include small business, veteran-owned small business, service-disabled small business, HUBZone small business, small-disadvantaged business, and women-owned small business concerns. The North American Industry Classification System (NAICS) Code for this procurement is 238220, Plumbing, Heating, and Air-Conditioning Contractors with a Small Business Size Standard of $19,000,000.

    This is not a new procurement. This procurement will replace the previous Contract N40085-19-R-5003/N40085-19-D-5003 that was previously solicitated as a 100% small business set-aside using best value tradeoff process to award a firm-fixed price, Indefinite Delivery Indefinite Quantity (FFP/IDIQ) construction and service contract.

    Interested vendors should at a minimum, fill out and submit the attached Sources Sought Information Form, inclusive of the following information: Company name, address, point of contact, phone number, email address, business size, and disadvantaged, 8(a) or HUBZone status. Vendors are also invited to provide the following information, paying particular attention to address: contracts of similar scope and size, references, and record of past performance. All responsible interested sources are encouraged to submit their capabilities regarding the above no later than 12:00pm on 03 April 2026. All information is to be submitted at no cost or obligation to the Government.
