    The United States Army Corps of Engineers (USACE) Sacramento District (SPK) intends to solicit multiple offers for Quality Assurance (QA) Testing for its area of responsibility (AOR). The QA laboratory testing included in this solicitation will be available for all civil, military, and Veteran’s Affair sites within SPK’s AOR. SPK’s AOR is divided into five regions: Utah, Nevada, Northern California, California Bay Area & Stockton-Modesto, and Central Coast & Southern Valley Region. See attachment 1: Maps.

    The issued agreements under this procurement will be commercial, performance based, Firm-Fixed-Price (FFP) Blanket Purchase Agreements (BPAs) using North American Industry Classification System (NAICS) Code 541380 Testing Laboratory, with a Small Business Size Standard of $19M. The Product and Service Code (PSC) is anticipated to be H399. The Government intends to establish a five-year ordering period with established price lists for each BPA.

    The BPA holder(s) will be required to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform field and laboratory testing services of soil/aggregate, cutoff wall material, riprap, concrete, asphalt, asphalt mixture, masonry, rock bolt, and structural steel as indicated by the BPA order and the Performance Work Statement (PWS).

    The requirement will call for 100 percent pricing for all tests included in the price list for the Region. Not all Regions are required. The offeror will be required to indicate which Region(s) they are interested in performing. Subcontracting opportunities may be available for tests that cannot be self-performed.

    In accordance with Revolutionary Far Overhaul (RFO) Part 6.102-2, this procurement will be set-aside for small business concerns as a 100 percent small business set-aside.

    The USACE Material Testing Center (MTC) at U.S. Army Engineer Research and Development Center (ERCD) validates commercial QA laboratories per the Engineer Regulation (ER) 1110-1-261 and ER 1110-1-8100. The database displays validation of laboratories, accreditation, and testing methods approved for the individual laboratories. In order to receive an order under a BPA, the contractor must have an active validation. Regarding USACE’s Material Testing Center’s (MTC) list of Validated Labs, the information can be found here:

    The potential requirement may result in a solicitation issued approximately in mid July 2026 through System for Award Management (SAM - www.SAM.gov) with proposals tentatively due mid-August 2026.

    Please DO NOT request an updated schedule if estimated dates are surpassed; the Government will release all information publicly through SAM when updates are available. Requests for schedule updates may be ignored.

    Please DO NOT request a copy of the solicitation at this time. Following the solicitation release, all responsible sources may submit a proposal that shall be considered by the agency. This anticipated solicitation may be changed, delayed, or canceled at any time.

    The anticipated solicitation and attachments will be posted in Portable Document Format (.pdf) which will require Adobe Acrobat Reader to open and view files. Adobe Acrobat Reader may be downloaded free of charge at http://www.adobe.com/products/reader.

    All prospective Offerors must be registered in SAM before the anticipated solicitation closing date. Please see the SAM website for information about SAM registration requirements and approval timelines.

    USACE will not notify prospective Offerors of any changes to the solicitation; Offerors must monitor SAM for the solicitation to be posted, and for any posted changes or amendments.

    The ONLY Interested Vendors / Plan Holders / Bidders List is available through SAM.gov; Contractors are responsible for identifying their entity as an interested vendor and contacting other interested vendors. USACE SPK will not review capabilities statements submitted in response to this Synopsis or coordinate partnering arrangements between parties. Contractors should check SAM.gov frequently for changes to the interested vendors list and this Notice.
