    Description

    Enclosed is a Request for Quote (RFQ) for Breathing Air Systems and Compressor / Air Dryer Preventative Maintenance, twelve (12) month base period plus four (4) option periods. If you would like to submit a quotation, please follow all instructions below. Only one (1) award will be made as a result of this announcement.

    Quotations are due 07 August, 2026 at 11:00AM EST. Please complete and return the attached Pricing Worksheet. All quotes and associated supporting documents must be in English. All line items must be priced. Incomplete quotes will not be accepted.

    The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

    (i) Price

    (ii) Technical Capability

    The Government will conduct a price analysis of all quotes received.  Through this technique, the Government will determine whether the price is reasonable, complete and realistic.  The Offeror shall submit with their quote, a clear, and concise Technical Capability Narrative that includes sufficient detail to substantiate the validity of the Offeror’s stated claim(s) that they are able to meet the requirement. The narrative shall not simply rephrase, reiterate, or restate the Government's own language, but rather shall provide convincing rationale describing how the Offeror intends to fulfill the requirement. Legibility, clarity, and coherence are very important. The narrative should include as specifically as possible, the actual methodology that will be used for accomplishing and satisfying the PWS’s stated requirement(s). The Offeror shall assume that the Government has no prior knowledge of its capabilities, facilities, and experience, thus the technical evaluation will be solely based on the information presented in the Offeror's Technical Capability Narrative. The Offeror’s Technical Capability Narrative must, at a minimum, address how the Offeror intends to meet the requirements of the PWS. In addition, all subcontractors must be identified on page 2 of the attached Pricing Worksheet. Failure to provide the above information along with acknowledgement of any amendments will render the quote non-responsive and will be removed from further award consideration.  Award will be made to the lowest priced quote that provides sufficient explanation/documentation to demonstrate their ability to conform to the requirements of the PWS. Wage Determination No. 2015-4159, Revision 32 dated 05/13/2026 applies to this procurement.     All offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their quote as prescribed under RFO FAR 4.203-1(b). Failure to be registered at time of quote submission may deem the offeror’s quote to be considered non-responsive and eliminated from any further award consideration. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
