This pre-solicitation notice is hereby issued in accordance with FAR 5.101. The purpose of this synopsis is to announce the Naval Sea Logistic Center’s (NAVSEALOGCEN) intent to negotiate a Cost-Plus-Fixed-Fee (CPFF) sole source bridge contract with Orbis Sibro Inc, dba ORBIS (ORBIS), 238 Albemarle Rd Charleston, South Carolina 29407-7522. This bridge contract will include one 6-month base Period of Performance (PoP) and one 6-month option PoP. The bridge contract is estimated to start 9 November 2026. The current Task Order expires 8 November 2026.
NAVSEALOGCEN intends to issue a solicitation to ORBIS under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to provide uninterrupted Information Technology Support Services to the NAVSEALOGCEN Cyber IT & Systems Operations Department (Code 66) in support of:

This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation by 11 August 2026, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
