This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.
The Mission and Installation Contracting Command - Fort Hood (MICC-FH) has a requirement to provide data management, document preparation, data collection, database development, data entry, reports, off- the-shelf instrumentation, and logistics support to operational tests events conducted by the U. S. Army Operational Test Command (OTC).

A DRAFT Performance Work Statement (PWS) is included in this pre-solicitation notice. Questions and feedback related to this notice and draft PWS can be submitted via email to Avangela Ligons and Ingrid Smith, avangela.y.ligons-sutton.civ@army.mil and ingrid.v.smith.civ@army.mil, no later than 7 October 2025, 10:00 am CST using the attached excel spreadsheet labeled “Questions from Industry”. Questions sent via email shall be submitted using the subject line "BTSS Draft Feedback". Each question or feedback point shall reference the specific PWS Section in questions or comments, for example, "Section 1.3.1 states....". The Government does not intend to provide individual responses to questions, comments, or feedback in response to the draft PWS. Please do not send any proposals as this is NOT a Request for Proposal.

The Government intends to make a Total Small Business set-aside award for this requirement. This requirement will result in a cost-plus-fixed-fee (CPFF) indefinite delivery/indefinite quantity (IDIQ) contract, NAICS code 561210, Facilities Support Services, with a small business size standard of $47,000,000.00. The anticipated period of performance will include a one-month phase-in, a 58-month Ordering Period, and a one-month phase-out contract from 1 April 2026 - 31 March 2031.

This procurement will be made using the procedures found in FAR Part 15, Contracting by Negotiation. The Government anticipates issuing a solicitation on or about 3 November 2025, as a Request for Proposal (RFP), with a tentative closing date of 3 December 2025. The solicitation will be posted on the Government Point of Entry (GPE) website located at http://www.sam.gov.
