Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the C-5 directional control valve NSN 1650004542481UC.  The Purchase Request number is FD20602600076.

ITEM DESCRIPTION

Sleeve and slide directional control valve that controls hydraulic flow on C5 aircraft troop ladder actuator. Item material is steel. Length is 2.2 inches, width is 4 inches, height is 4 inches, and weight is 5.56 pounds.  

Impediment to Competition:

The original equipment manufacturer for this item [TR1] is ITT Aerospace Controls LLC. (CAGE 73760), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, ITT Aerospace Controls LLC is the only known source with adequate knowledge of the subject directional control valve performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. 

INTEREST

The DLA/AWB Contracting Office intends to award a sole source contract to ITT Aerospace Controls LLC for the manufacture of the subject directional control valve in support of the C-5 aircraft.  Other interested parties may identify their interest and capability to respond to the requirement no later than 9 January 2026 by emailing Kaleb Medders at kaleb.medders@us.af.mil and/or Terrence Wideman at terrence.wideman.2@us.af.mil. The Government intends to procure this item using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
