    This is a Request for Information (¿RFI¿) for a dock replacement project at Isle Royale National Park. The government seeks feedback on the most cost-efficient means and materials to reconstruct the dock. The project name is ¿N168 ISRO 329584 Rehabilitate Washington Harbor Dock¿. Isle Royale National Park is a remote island in Lake Superior located off the coast of Grand Portage, Minnesota. The park is considered part of Michigan, with the park headquarters located in Houghton, Michigan. The Washington Harbor Dock (formerly known as ¿Windigo Dock¿), is located deep inside Washington Harbor, which extends approximately 3.25 miles inland from the island¿s southwest coastline. Access to the island may be impacted by water and weather conditions on Lake Superior. While access to the site may be impacted by weather, the project site is within a harbor, which provides protection from the wind and waves. The park is closed to the public from November 1st until April 15th annually.
    The scope of this project consists of the rehabilitation and extension of the Washington Harbor Dock to better accommodate the existing NPS vessel, Ranger III, and larger vessels including the future NPS vessel Ranger IV, Concessioner boats, and emergency services-use helicopter landing area. The current Ranger III vessel has a length of 165 feet with a draft of 10.5 feet. The future Ranger IV vessel has an anticipated length of 182.5 feet with a draft of 9 feet. The current docking configuration requires the Ranger III to nose into the shallow lake bottom near shore. The new dock will be extended to avoid this for the Ranger III and future Ranger IV. The helicopter landing area will be for emergency use only and will be built to meet the minimum aviation standards; estimated size of the helicopter landing area is up to 55 feet by 55 feet. The existing dock was built in the 1940s with a timber crib and filled with rock. The existing decking is timber.
    The existing shoreside power demand at the dock is based on the Ranger III¿s consumption, which is less than 10 kW of shore power and requires 208/120-volt three phase service, with a 100A capacity. The electrical infrastructure is run through conduits under the dock, accessible by three junction boxes under removable diamond plate panels on the dock surface. Currently, there is no fuel transfer system on the dock. The Ranger III transports fuel for island operations, which is offloaded using a flexible hose system connecting to a pump on shore. The new dock will have electrical conduit and utility chases to install a new electrical and fuel transfer system. For the purposes of this RFI, no improvements to the existing fuel or electrical systems will be assumed.
    The existing dock will be removed or rehabilitated with the new dock built in the existing dock¿s orientation and configuration, with an extension to accommodate the future Ranger IV and helipad. Alternatively, the new dock might be constructed south of and adjacent to the existing dock. The new dock and supporting infrastructure shall be designed to provide 50 years of useful service life. To the extent practical, the rehabilitation work for the existing dock will be confined to the original footprint in width. Because of existing contracts with Park Concessioners, access to a dock, to offload passenger and supplies, is to remain operable while the new dock is being built.
    The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Please note that by responding to the instant Agency request, a potential offeror is not promised any future business with the Government. The sole purpose of this RFI is to conduct market research to assist the Agency in crafting an appropriate solicitation in this year.
    Background: The Agency intends to issue a solicitation and ultimately enter into (type of contract ¿ Construction/IDIQ/TO/) with a firm(s) for ISRO 329584 Dock Rehabilitation to the public located in Michigan. Acceptance of award under this solicitation will be limited to the specifications and drawings.
