    The following is the list of questions received in relation to the presolicitation conference opportunity. Attached is the list of attendees. No further presolicitation conference opportunities are anticipated currently. Q: Will the slides be available after the meeting along with a list of attendees? A: No slides will not be provided. The list of attendees is included with this amendment. Q: Is this a new or follow on IDIQ? A: New IDIQ. Q: How much of the shared capacity of the last contract was obligated? A: The last AE MATOC to support VISN 20 did not utilize a shared capacity. Each offeror had an individual $20M shared capacity for a larger scope of potential requirements than this MATOC contemplates. Q: Is Architectural Services 541310 not a primary NAICS? A: No. This MATOC is only for 541330 Engineering Services, based on what we currently forecast we will need. Q: Can you please share primary selection criteria numbers 3 and 4 again? A: This information will be published as part of a future posting for the Special Notice. Q: Will you allow prime responders to also be a sub on other teams? A: There is no blanket prohibition on a prime contractor submitting a proposal while also being used on another offeror s proposal as a subconsultant. However, all firms should be cognizant of FAR part 3 Improper Business Practices and Personal Conflicts of Interest, specifically FAR 3.303. If there is any suspicion of potential collusive bids or offers at any time, it will be reported to the Department of Justice. Q: According to FAR you can t be a prime and a sub for the same solicitation? A: There is no restriction in the FAR. However, firms are cautioned to consider FAR Part 3 Improper Business Practices and Personal Conflicts of Interest. It is the responsibility of the firm to ensure that they are taking all applicable and appropriate measures to prevent violation of any regulations. Q: Could you expand more of the engineering services the VA will be providing task orders? A: Specifics will be provided in the Special Notice on what we are looking for, which will shed some light on what we anticipate needing as part of task orders. We anticipate task orders for construction period services, total project design, surveys, studies, and commissioning, however, this is not an all-inclusive list or a guarantee. Q: Will you consider past performance of subs when evaluating? A: Yes, all substantiated information will be considered. Q: Can we go over locations and scope of work slides again? A: Yes- locations are all VAMCs in VISN 20, and the scope is engineering services as needed for a litany of potential projects. Q: Is it the VA s intention for this IDIQ to encompass primarily engineering led efforts with little or peripheral design? A: The contracting officer selected the NAICS code by classifying the product or service being acquired in the one industry that best describes the principal purpose of the supply or service being acquired. The primary NAICS code is 541330 Engineering Services and is the principal purpose of the service being acquired. Other incidental services that may fall under NAICS codes, such as 541310 Architecture Services, but cannot be the primary purpose of the service being acquired.
