    THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposals, request for quotes, or invitation for bid. No formal solicitation document exists at this time. We are seeking information for market research purposes only. The Government will not pay for any information solicited. The Department of Veterans Affairs, Network Contracting Office 6 (NCO 6) is conducting market research to identify potential sources for Architect-Engineer services to complete the scope of work below for Mechanical Fix and Piping for Building B2, B3, B11, B42, B43 and B21. (Project #659-26-400) located at the W.G. (Bill) Hefner Salisbury VA Medical Center in Salisbury, North Carolina. The proposed NAICS 541330 Engineering Services is applicable to this acquisition; with a size standard of $25.5 Million. The proposed PSC code is C1DA Architect and Engineering Construction- Hospital and Infirmaries. The anticipated Magnitude of Construction is between $1,000,000 and $2,000,000. The anticipated Period of Performance for design is 180 calendar days from the Notice to Proceed with an estimated total contract period of 725 days. Scope of Work This project will consist of the improving circulation systems for Building B2, B3, B3, B11, B42, B43 and B21. Existing Building domestic water lines were installed in 1950 and typically divided into vertical risers that dead end on the top floor. In addition, Building B2, B3, B3, B11, and B21 have suffered from water pressure over the years due to all the renovations and demands of new spaces. This project will replace the existing 4 supply to a 6 supply for each double feed, in addition provide new backflow preventer. The new 6 trunk line shall be replaced back to the water main located around campus. Typical C900 pipe is located three feet from all building are 6 or higher in diameter piping. The 6 pipe is reduced to 4 as it enters each building. Exception of this condition can be found at B42 and B42 where pipe is 6 to 8 ductile iron piping. Intent of this project is to improve water pressure and tie the dead legs to create circulating system. Small Business Requirements For market research purposes, all responses to this notice will be reviewed, regardless of small business/socioeconomic category, including those firms that are identified as large businesses. Review of responses to this notice will support later determination of acquisition strategy and set aside requirements if a solicitation becomes available. Pursuant to 38 U.S.C. 8127(d), acquisitions will be set-aside for SDVOSBs or VOSBs, registered in the SBA VetCert database, whenever there is a reasonable expectation of receiving two or more offers/quotes from eligible, capable and verified firms, and that an award can be made at a fair and reasonable price that offers best value to the Government. However, if responses from qualified firms prove inadequate, an alternate set-aside or full and open competition may be considered.
