THIS IS A Sources Sought Notice ONLY.  The U.S. Government desires to procure Cadet Swim Trunks for the Logistics Readiness Center at the United States Military Academy on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought notice with information sufficient to support a set-aside.  Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside.  We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.

This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.  This notice does not commit the U.S. Government to contract for any supply or service.  Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice.  The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.  Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued.  If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry.  It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement.  The anticipated NAICS code(s) is: 315210, Cut and Sew Apparel Contractors with a size standard of 750 employees.

A continuing need is anticipated for Cadet Swim Trunks for the Logistics Readiness Center at the United States Military Academy.

Requirement:

Swim Truck SOW                                                                      January 11, 2026

1. Order 1000 swim trucks per year: 250 small; 400 medium; 200 large; 100 Large; 50 XXL
2. Base plus four-year contract.
3. Delivery of swim trucks by 15 April for each option year.

SPECIFICATIONS

Cadet Swim Trunks

1.  Scope:    The intended use is by the United States Corps of Cadets for strenuous long-term training in

indoor - outdoor pools and fresh or salt water bodies.

2.  Basic Material: 

      a.  Shell - 100% nylon supplex 

      b.  Liner - 100% polyester or nylon mesh

3.  Color: 

      a.  Shell - all black

      b.  Liner - all white

4.  Basic Design:  Boxer style with liner, covered elastic waistband with a one piece inside drawstring, There shall be cut side pockets on side seam – beginning two and three-quarter (2.75) inches down from the top of the  waistband.  The pocket opening shall be six and one half (6.5) inches in length.  There shall be no manufacturer logos, emblems, insignia or other visible markings.  The inseam shall be five (5) inches in length.

5.  Construction:  All seams shall have a clean finish – no raw edges.  All stress points shall be tacked for reinforcement.  Bottom hem (approximately one half (0.5) inch) shall be turned under and topstitched.  All seams, stitches and threads shall be of a durability and quality level to match the garment’s intended use.

6.  Performance:  The entire suit shall remain colorfast.  Overall shrinkage shall not exceed 5% (percent).  The finished product shall be produced to endure daily wear in a swimming environment as described above.  The garment shall be constructed so to withstand standard commercial laundering to include both a wash cycle and a commercial drying cycle in a machine dryer.

7.  Evaluation and Acceptance:  Quote samples will be inspected and measurements taken to ensure compliance with the provided specifications. 

8.  Label:  A permanent cloth label with size, fabric content and care instructions shall be stitched into the inside, back of the garment.
