(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number 140R2023Q0143 is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05, as of September 22, 2023. (iv) This acquisition is open market, no small business set aside. The NAICS code is 541690 and the size standard is $19 million. (v) The contract line items are listed in the price schedule of the solicitation package. Please provide your fully burdened labor rate for each labor category. (vi) This requirement is to acquire contractor services to improve knowledge about climate change to facilitate the Central Valley Project adaption using the California Simulation (CALSIM) model as identified in this PWS. (vii) The period of performance is expected to be three (3) years from 3/1/2024 through 2/28/2027. (viii) The provision 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, applies to this acquisition. The quote package will consist of the vendor's pricing information, technical proposal, past performance references and subcontracting plan for large businesses. (ix) The provision 52.212-2, Evaluation - Commercial Products and Commercial Services, applies to this acquisition. Refer to this provision for information. (x) The provision 52.212-3, Offeror Representations and Certifications - Commercial Products and Commercial Services, applies to this acquisition. (xi) The clause 52.212-4, Contract Terms and Conditions - Commercial Products and Commercial Services, applies to this acquisition. There are not any addenda to this clause. (xii) The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Products and Commercial Services, applies to this acquisition. The applicable clauses cited within this clause are indicated in the solicitation package. (xiii) All additional contract clauses and provisions are included in the attached solicitation package. (xiv) The Defense Priorities and Allocations System (DPAS) do not apply to this acquisition.
