    NOTICE OF INTENT TO SOLE SOURCE:

    This is a Notice of Intent to award a Sole Source contract on the basis of other than full and open competition in accordance with the Federal Acquisition Regulation (FAR) 6.302-1, as the unique services are only available from one source and awarding to any other source would not fulfill the agency’s requirements. This is not a Request for Quotes or Proposals. No contract award will be made on the basis of the responses to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described.

    The Defense Health Agency Contracting Activity (DHACA) located at 808 Schreider Street, Fort Detrick, MD on behalf of the U.S. Army Institute of Surgical Research (USAISR), Joint Base San Antonio, TX intends to award a sole source firm fixed price contract to Becton, Dickinson and Company (a.k.a. BD) to acquire an advance cardiac output monitoring system.

    PROGRAM DESCRIPTION

       The required supply item is an advanced hemodynamic monitoring platform that integrates invasive and non-invasive sensors with predictive software to optimize patient management. The USAISR requires a high-quality cardiac monitoring system to support large animal research studies.

    The system needs to be able to combine predictive analytics, multi-parameter integration, and broad compatibility into a single platform, enabling clinicians to anticipate and prevent critical events.

    The equipment must be able to connect and communicate with the currently used DREW data acquisition system utilized for swine research protocols. The inability to meet these requirements will inhibit our ability to compare historical data thus resulting in potential loss of data, and efforts.

    REQUIRED CAPABILITIES

    Minimum Essential Characteristics (MECs): Cardiac Monitoring Platform

    The USAISR seeks a device that can monitor cardiac output (CO) and derive hemodynamic parameters in a hospital setting. We are seeking a CO monitoring device that utilizes a Swan Ganz catheter to monitor hemodynamic parameters. The device’s proprietary coded output must be compatible with USAISR’s unique internal data logging systems. This is required to maintain historic and current protocol data continuity and workflow. Inability to meet these requirements will inhibit comparisons of current and future studies to USAISR historical data resulting in loss of data, and efforts.

    The CO Monitoring Platform shall have the following specifications:

    1. Ability to measure the following: mixed venous oxygen saturation (SvO2), cardiac output (CO), stroke volume (SV), systemic vascular resistance (SVR), right ventricular ejection fraction (RVEF), right ventricular end diastolic volume (RVEDV), pulmonary artery pressure (PAP), and pulmonary artery occlusion pressure (PAOP).
    2. Utilization of the Edwards Lifesciences 7.5 FR Swan-Ganz CCOmbo V set or a Swan-Ganz of equal functionality and performance that provides continuous monitoring of SvO2 and measures continuous calculation of cardiac output by using thermodilution principles.
    3. Equipment dimensions equal to or smaller than 342 x 388 x 208 mm (height x width x depth)
    4. Equipment shall weigh less than 22 lbs
    5. Equipment ingress protection of at least IPX1
    6. Display size of at least 15 inches.
    7. At least two (2) COM1 serial port connectors, RS-232
    8. Operational environmental specifications:
      1. Temperature range: 0 to 37℃
      2. Relative humidity: 10-90% non-condensing
      3. Altitude: 0 to 3,000 meters
    9. Transportation environmental specifications:
      1. Temperature range: -18 to 45℃
      2. Relative humidity: 20 to 90% non-condensing
      3. Altitude: Maximum 6,096 m for up to 8 hours
    10. Monitor battery must have these technical characteristics:
      1. Output voltage (nominal) 14.4 V
      2. Maximum discharge current 4.096 A (8.5 A at 25℃)
