CDNU-7000 ADDITIONAL A & B KIT QUANTITIES

The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a Modification to Delivery Order N0042125F0029 under Contract N0042124G0003 with Rockwell Collins, Cedar Rapids, IA to add additional quantities for the implementation and integration of A & B Kits within the C/KC-130T Control Display Navigation Unit (CDNU) -7000 Series.

This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) Part 6.103-1(a), only one responsible source and no other supplies or services will satisfy agency requirements. Rockwell Collins is the original developer and manufacturer of the CDNU and the accompanying A & B Kits and retain all data rights; making them the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain and support these systems.

THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice outlines the Government’s intent to contract on a sole source basis with Rockwell Collins. All responsible sources may submit a capability statement, proposal or quotation, to be considered by the agency to Kassidy Cross at Kassidy.a.cross.civ@us.navy.mil. However, no contract will be awarded solely on the basis of offers received in response to this presolicitation notice.
