This acquisition involves a Justification for Other Than Full and Open Competition (J&A) of requirements IAW FAR 6.302-1.  The J&A will be posted with the solicitation IAW FAR 6.303-1, as required by 10 U.S.C. 3204(f) and 41 U.S.C. 3304(f).

The Defense Logistics Agency (DLA) Land and Maritime, Columbus will be issuing a solicitation comprised of four (4) NSNs that are code and part numbered items.  The NSNs listed below are code and part numbered items where Marathonnorco (74025) is the only approved manufacturing source.  This solicitation is being issued as unrestricted, with Other Than Full and Open Competition as implemented by Federal Acquisition Regulations (FAR) 6.302-1.  This solicitation will use procedures from FAR Subpart 13.5 – Simplified Acquisition Procedures for Commercial Items. Solicitation will be available on DIBBS on or about July 22, 2025, for at least 30 days

Solicitation will be a five-year, Firm-Fixed-Price, Indefinite Delivery Contract (IDC).  The five-year period is inclusive of a three-year base period and two separately priced one-year option periods.  The maximum contract value will be $5,115,334.80.  First Destination Transportation (FDT) and Packaging (FDP) only applies to NSN 5935-01-245-1949.  

NAICS:  Solicitation NAICS will be 335910 (Battery Manufacturing).  The size standard will be 1250 employees.

Technical/Quality Requirements - The offerors will be required to comply with all the technical and quality requirements associated with the NSNs.  Offerors shall ensure that items supplied are in accordance with all quality and technical requirements, and approved part numbers found in the Procurement Item Description (PID), which will be provided with the RFQ.  All of the shipments will be for stock.  The appropriate clauses and/or provisions will be included in the solicitation.  Some items have technical data involving sampling, Configuration Change Management, Hazard Communication Standard Notice, Shelf-life requirements, and Covered Defense Information potentially applies to these items.
