CENTER FOR NAVAL AVIATION TECHNICAL TRAINING (CNATT) COMMERCIAL AIRCRAFT REPAIR TRAINING PANELS PROCUREMENT

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested, and a written solicitation will not be issued.

This solicitation is issued as a request for quote (RFQ) and incorporates the provisions and clauses in effect through Federal Acquisition Regulation as of the date of the solicitation; Federal Acquisition Circular (FAC) 2025-06 effective 26 August 2025. The solicitation number is N6134025Q0021.

This procurement is being solicited as a total small business set-aside with an associated North American Classification System (NAICS) code of 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with a size standard of 1,250 employees. The Product Service Code (PSC) is 6910 (Training Aids).  This procurement will be awarded using the Simplified Acquisition Procedures (SAP) outlined in FAR Part 13. Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida intends to issue a Firm-Fixed-Price (FFP) purchase order on a competitive acquisition. This requirement was previously posted on GSA Advantage but was subsequently canceled because of the custom nature of the panels, it was determined that a GSA Schedule contract is not the appropriate acquisition method for this requirement. Interested sources are encouraged to submit a quote. The Government is now conducting an open market solicitation for this requirement on SAM.gov. Quotes are welcome from all qualified vendors, regardless of whether they hold a GSA Schedule contract. The Government will evaluate all quotes in accordance with the evaluation criteria outlined in this solicitation. Vendors who hold GSA Schedule contracts are encouraged to submit quotes in accordance with the instructions in this solicitation, but quotes will also be considered from vendors who do not hold GSA Schedule contracts. All information shall be furnished at no cost or obligation to the Government.
