The Delivery Order will be awarded via a Basic Ordering Agreement with SAC. SAC has been the sole designer, developer and manufacturer of the CH-53K weapon system. SAC is the only known responsible source with the requisite knowledge, technical data, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 3204(a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, in that SAC is the only responsible source and no other supplies or services will satisfy agency requirements.
